Position Title: Facilities Manager

Reports To: Director of Park Administration

Supervises: 1 – 5

Requirements: City of Buffalo residency, Valid NYS Driver’s License

Position Summary:

The Facilities Manager ensures that the various structures, buildings, and infrastructure within the Olmsted system are kept in a well-maintained manner. Typical areas assigned shall include but not be limited to: lodges, casinos, greenhouses, retail golf shops, various enclosed and open shelter houses, restrooms, and all playgrounds in the Olmsted parks.

Related work requires knowledge or experience with basic electrical, plumbing, irrigation, light construction, carpentry for exterior/interior repairs, etc. This position will also be the point of contact for major repairs of all playgrounds, and is required to respond to emergency, safety, damage, or on-call situations within the entire Olmsted Park System.

The Facilities Manager is responsible for ensuring work is completed, that any subcontracting is managed, and that proper documentation of appropriate records including scheduled maintenance, the work/repair logs, supply inventories are kept accurate at all times.

This position is non-exempt according to the Fair Labor Standards Act and the NYS Department of Labor rules and regulations.  The workweek includes flexible schedules depending on the assigned workload, with some weekend and holiday work.

Major Duties and Responsibilities:

  • Create weekly plans of work to be approved by the Director of Park Administration.
  • Responsible for the day-to-day hands-on maintenance, repairs and related facility projects in the Olmsted System through the implementation of approved and assigned maintenance procedures, standards, codes, and related best practices.
    • Building Facilities:
      • Management of City of Buffalo FAMIS system for BOPC and coordinates with City of Buffalo Mechanical Services Department
      • Security repairs for doors, locks and windows
      • Basic carpentry
      • Painting- interior and exterior
      • Annual inspections and upkeep of fire extinguishers
      • Basic mechanical system (HVAC) maintenance
      • Minor plumbing- leaks/drips
      • Basic electrical and lighting repairs of outlets and switches
      • Monitoring security systems
      • Pest control support
      • Order, replenishment and inventory of janitorial and PPE supplies
  • Parks: System Wide
    • Response to 311 and emergency on-call situations
      • Act as first point of contact for alarm calls at all facilities throughout the park system
    • Irrigation maintenance and repairs
      • Programming controls of irrigation system
      • Act as liaison with City water department
    • Installation and maintenance of benches, concrete bench pads plaques and pavers as needed
    • Playground inspections
    • Removal of major graffiti
    • Response to snow, flood or other emergencies
  • Coordinates and communicates with appropriate staff within each park or district as to facilities/buildings, infrastructure, and related equipment to maintain a consistent level of care; reporting any deficiencies or possible situations immediately
  • Develops and acts on daily/weekly work plans in conjunction with District Supervisors and related key staff, and participates in larger planning discussions and preparations related to major projects, facility operations or capital repairs
  • Is flexible with maintenance or workload revisions given changing priorities, weather, or critical need situations.
  • Works with Director of Park Administration in providing feedback and is aware of budgetary line items affecting facilities, infrastructure, supplies, etc.
  • Responsible for the safe care and use of equipment, tools and supplies, as well as equipment repair or replacement needs; communicating with the Director of Park Administration for any major approvals
  • As directed, works side by side with park District Supervisors, volunteers, interns, worker programs, non-union paid staff, union employees (City of Buffalo), law enforcement, as well as donors and Trustees in order to accomplish Conservancy goals and objectives
  • May be requested to assist in relation to capital improvements slated by the City or during seasonal or perennial major events, which are not Olmsted operated
  • Attends BOPC operational staff meetings, safety trainings and acts as representative of the Safety Committee
  • May be required to assist with special events preparation and cleanup
  • Performs other job-related duties as assigned by management

Qualifications and Attributes:

  • At least 3 years of experience equivalent to job responsibilities
  • Holding a CDL is a plusKnowledge of preferred methods and techniques for general routine maintenance, as well as basic plumbing, electrical, mechanical services, carpentry, and masonry
  • Ability to manage workers, give on-site training, and assist in making appropriate job assignments, monitoring progress, and communicating effectively and respectfully with all District Supervisors and the Director of Operations
  • Knowledge of Olmsted park maintenance and operations, including any familiarity with Conservancy design guidelines and standards
  • Must continuously foster a team approach to working in the public park environment
  • Must be able to adapt to ever changing resources and limited budget

Working Conditions:

  • Both indoor and outdoor work. May perform in extreme weather conditions. Some office work and paperwork may be required
  • Job duties may require an employee to bend, reach, stoop, stand and/or walk for extended periods, as well as lift and/or move heavy objects at times up to 50 lbs.
  • Job duties may require an employee to drive distances between park features or locations, and to potentially operate standard to heavy machinery
  • This position is required to respond to emergency, on-call situations at any time and may include fieldwork throughout the Olmsted Park System
